Sebastian W. Devogt, 23, of South Street in Gorham, was arrested during a motor vehicle stop at 8:40 a.m. and charged with operating when suspended or revoked (non- OUI suspension with priors).

Joshua L. Knowles, 26, of Manson Libby Road in Scarborough, was issued a summons at 6:16 a.m. on Route 1 for harassment by telephone or device (obscene phone call).

Feb. 27

Dakota N. Davis, 18, of Richardson Road in Hiram, was arrested at 4:38 p.m. on Gallery Boulevard for theft by unauthorized taking or transfer (shoplifting).

Ralph D. Smith, 39, of Navarre, Florida, was arrested during a motor vehicle stop at 8:48 p.m. on Route 1 and charged with operating while under the influence (alcohol).

Feb. 28

Blaine T. Gallant, 22, of James Drive in Waterboro, was issued a summons during a motor vehicle stop at 1:22 a.m. on Portland Road for sale or use of drug paraphernalia (uses to cultivate, make, traffic or ingest drug) and possession of marijuana (with prior within six years).

Richard C. Thurston, 28, of Oak Street, was issued a summons at the scene of a motor vehicle accident at 2:17 a.m. near Black Point Road and Birds Nest Lane and charged with operating while under the influence (alcohol).

Aleisha Ann Cross, 20, of Stockman Avenue in Saco, was arrested at 11:41 a.m. on Gallery Boulevard for theft by unauthorized taking or transfer (shoplifting) and violating bail condition of release.

Feb. 29

Charles A. Briggs, 48, of Wild Briar Drive in Saco, was arrested on a warrant from another agency during a motor vehicle stop at 1:07 p.m. near Payne Road and Gallery Boulevard.

March 2

Anderson B. Johnson, 58, of Winn Drive in West Falmouth, was arrested at 3:06 p.m. on Gallery Boulevard and charged with operating after habitual offender revocation (with two prior habitual offender or OUI offenses).

Tonya M. Joy, 45, of Holmes Road in Scarborough, was arrested at the scene of a motor vehicle accident at 10:02 p.m. on Two Rod Road and charged with operating while under the influence (alcohol) and unlawful possession of oxycodone. Clement E. Bolduc, 45, of Saco Street in Scarborough, was arrested and charged with violating bail condition of release.

March 3

Steven Riquainha, 21, of North Street in Westbrook, was arrested at 3:39 p.m. on Gallery Boulevard and charged with theft by unauthorized taking or transfer (shoplifting) and violating bail condition of release.

Elijah R. Doucette, 18, of Saco Street in Westbrook, was issued a summons at 5:47 p.m. on Payne Road for theft by unauthorized taking or transfer (shoplifting). A juvenile, 15, of Westbrook, also was issued a summons for theft by unauthorized taking or transfer (shoplifting).

Kristine E. Browne, 44, of Portland Road in Saco, was arrested at 7:13 p.m. on Route 1 for operating while under the influence (alcohol).

Crissa L. Farr, 50, of Brook Hollow Road in Naples, was issued a summons during a motor vehicle stop at 11:32 p.m. near Payne Road and Mussey Road for operating when suspended or revoked (non-OUI suspension, with priors).

Paige L. Murray, 25, of Broadway in South Portland, was issued a summons at 12:18 p.m. on Gallery Boulevard for theft by unauthorized taking or transfer (shoplifting).

Gary Raymond Shepard, 62, of Trapper John Road in Scarborough, was arrested at the scene of a motor vehicle accident at 5:31 p.m. and charged with operating while under the influence (alcohol).

Heather L. McCallum, 38, of Garden Street in Old Orchard Beach, was arrested at 6:59 p.m. on the I-295 spur and charged with operating while under the influence (no test).

Kathleen E. Lee, 32, of Broadturn Road in Scarborough, was issued a summons at 7:30 p.m. near Broadturn Road and Route 1 for operating a motor vehicle when suspended or revoked (non-OUI suspensions, with priors).

Kevin T. Duclos, 31, of Hopkins Hill Road in Newcastle, was arrested on a warrant from another agency during a motor vehicle stop at 4:37 p.m. on Haigis Parkway.

Jeffrey Allen Gentry, 27, of Central Street in Westbrook, was issued a summons during a motor vehicle stop at 5:26 p.m. on Snow Canning Road for operating while license is suspended or revoked (for failure to appear, first offense).

Kelsey M. Ledoux, 26, of Brown Street in Westbrook, was issued a summons during a motor vehicle stop at 6:17 p.m. for possession of marijuana (usable amount).

Gary M. Piccolo, 62, of Primrose Lane in Gorham, was issued a summons during a motor vehicle stop at 6:53 p.m. on Payne Road for failure to register a motor vehicle (expired 150 or more days).

Clark B. Stephens, 57, of East Oxford Street in Portland, was arrested during a motor vehicle stop at 10:10 p.m. near Route 1 and Municipal Drive and charged with failure to register a motor vehicle (expired 150 or more days) and violating bail condition of release.

Michael E. Bisson, 40, of Broadturn Road in Scarborough, was arrested on warrants from the state police and Portland Police Department at 5:26 p.m. on Broadturn Road.
